2026 Ceuta border crossings

Joint Statement
In late July 2026, an unprecedented surge of irregular migration from Morocco to the Spanish autonomous city of Ceuta gave rise to an irregular border crossing and information integrity event across multiple online platforms.
On 10 August 2026, an Enhanced Information Exchange and Cooperation Mechanism under the Code of Conduct on Disinformation (COCD) was established on an ad hoc and voluntary basis, bringing together the European Commission, EFCSN, Spanish factcheckers Maldita, Newtral and Verificat, as well as Meta and TikTok. Following the example of good cooperation under the Rapid Response System for Elections, the objective of this mechanism was to establish a direct communication channel through which the signatories could exchange information about harmful disinformation capable of inciting violence or endangering people in and around Ceuta.
